2) Bolkania: (for a better reading, check this dispatch): Introduction: " 'In the midst of chaos, there is also opportunity' - Sun Tzu, Art of War. No, Slavia is not in chaos, but there is room for some improvement. Slavia has seen much change during the last few months. Some for the better, and some perhaps better forgotten. The major changes perhaps have been either luck or acts of God, elements which we did not or could not control for our benefit. Change is best served with a side dish of control. What Slavia needs is a leader capable of change, a median for which the people instil their wisdom and hope for a better future. Slavia is an old out-of-shape former athlete, one in need to get back into shape. I firmly believe this can be achieved to maximum satisfaction if I were to lead this honourable position. I invite you to review and duly note the following main policies that would occur during my term if elected."
- Domestic Policy: Slavia no doubt has in the recent time seen decline in activity, one which we should expect to see soon by the coming of summer. It is pleasing to note that due to the fair and expected expulsion of some former members of Slavia, we have had less incidents aggravated insults on our RMB. My main focus in this field however will be to further extend more activities for members to enjoy, such as RPing, SlaviaFM (Perhaps similar talks such as the Slovskan-Bolkan talk on international affairs), SlaviaVision, The Slavian Good Citizens Awards, the Slavian Stock Exchange, and the yet to be finished Slavian Football (Soccer in Imperial American Speak ) League. "Divided we fall, united we stand" - It is critical to unite the region, non-Slavs and Slavs alike. One thing that I take pride in our RMB is people's entitlement to freedom of speech within reason and logic. This policy would be brought forward into my leadership if elected. It will also be my aim to stamp out any corruption in Slavia, and never ever allow anything like SCOPE to happen on my watch.
- International Policy: There is no doubt that due to some members in Slavia, her international representation and reputation built by many that stood as WAD before was hurt due to the invasion of Slavia, the illegal group of SCOPE, and due to the latter - The invasion of Slavya. I will make appoint a suitable and competent foreign minister that should and will be able along with my aid, be able to repair any damage done to our reputation at home and abroad. Another point, which partial leads onto defence (Bare in mind the two work hand-in-hand), I will do my very best to ensure Slavia maintains a truly neutral and passive on major international scandals and affairs to avoid making unneeded enemies of Slavia.
- Defence Policy: My main change to this subject of government would be the mandatory executive vote on any military action by the Slavian People's Army. This would mean that if region X petitioned us to help them liberate themselves, it would require at least 51% of the executive council to approve before boots are put in the region. I feel the older policy were only the minister of defence, WAD, and founder must approve is outdated and undemocratic, and that the council should have a larger voice in the ultimate say on any actions carried out by the Slavian People's Army. I will also totally "reset" the SPA fact book and members list, since many on the list are either inactive or not even in the region any longer. I will work with the appointed minister of the armed forces and will reorganise, update, and service the army, a therefore reintroducing it from an outdated and undermanned military to a more active, leaner-meaner force that would be a force not to anger but one to befriend. I will also introduce a military attaché to our closest regions that every two weeks will give myself, the founder, and ministers of the SPA and SIS an update to affairs in that region.
- Other Policy's: I took the liberty of reprogramming the recruitment, and Slavia once again now has her recruiting program up and running, TGing new players about this hidden gem surrounded by the hostile and frankly ugly world of NationStates. Apart from maintaining our recruitment, I also wish to appoint new positions in government, specifically the executive council if elected. This will include the introduction of the minister of culture, which will both manage activities like RPs (Being the OP), and I will change the role of minister of communication not only for =caring after the Novo Jutra, but will be given a special rank on the forum and will be in command of accepting map and citizenship requests.
1) Akrotirum: First of all i need to admit my previous term in office was not the greatest, to be honest i wasn't expecting to win so was not prepared for it almost to the extent of abdicating however i cancelled this and continued my role, not to much benefit though.
this term however i am in the correct mindset to be your WAD, my motto for this election is efficacy and thats one thing we greeks know how to do, in the words of Bill Gates- "I choose a lazy person to do a hard job. Because a lazy person will find an easy way to do it.” and thats efficient.
I have listened to you as individuals and a as region via TGs and the regional poll to see how happy as a region you are. "How many remain who remember the republic" this quote by Tacitus talks about how rome has changed so much that there is no one left who remembers the golden days of the republic (this is pre augustus as emperor). i think this summarises the mood in slavia as things have never recovered since the first raid on the old slavia. But things will get better!
I plan to make a few military changes such as general aims and would like to alter the name of the minister of defence to minister of war, this may seem insignificant but i believe it will help change our mindset and image.
Another change i would like is to reform the government further, although i plan to keep the EC the same i plat to introduce a series of offices such as immigration and data to name a couple. these will not have the same power as EC members but will have more responsibility and power than normal citizens.
A change in foreign policy is also overdue, i believe that as we are now back in slavia we no longer have to be cautious to make sure we are not raided again, we no longer have to remain neutral to make sure we are not raided again, we make our own choices based on our opinions not because its what others are doing.
Social issues need also be addressed, this is the largest thing in my opinion that is holding slavia back,about a week ago there was a heated debate on the RMB, both sides of
the argument made and said bad choices including me, i realise i shouldn't have censored a few posts however i should have had to. in slavia, to work together, we must put aside petty differences ,be that ideologies or whatever, we are all people, we all have the same rights and we all have slavia in common, we must work together to move on, because when it come down to it what value do these differences even have in the grand scheme of things?

Leonardo da Vinci once said "Iron rusts from disuse, stagnant water loses its purity, and in cold weather becomes frozen; even so does inaction sap the vigors of the mind." This quote excellently sums up the dangers of stagnation, a problem which has seriously affected the government of Slavia recently. The electorate has been disenfranchised, the army has been stifled by executive orders, and the region has not been active on an interregional scale. Slavia needs change, for too long we have been merely reacting to events, rather than taking the initiative and creating such events. This much change and, if elected, I will try to change Slavia for the better, and will try to make it a force to be reckoned with on the international stage. Ultimately, however, if elected my goal would be to reduce stagnation in our region. Below are the policies I will attempt to implement if elected:

There are several problems with our current domestic policy which I would like to clear up if elected. The first is the disenfranchisement of the electorate and the marginalization of new members. The current requirements for citizenship are far too cumbersome to allow any sort of democratic participation. Nations wishing to become citizens must have been a member of the region for at least a week and must have World Assembly membership. This in itself, while cumbersome, is not the entire problem however. The attitudes taken by members of the government towards newer potential citizens have the effect of alienating those nations. I have seen numerous instances where a new nation was treated rudely by government authorities for filling out part of the tedious and confusing citizenship application incorrectly. These new nations are being treated as guilty (of having subversive intentions) until they can prove themselves innocent. This is not only not the way our government should operate, but it also has the effect of blocking out new nations and therefore new ideas, thus leading to exactly the stagnation that has plagued our region recently. Therefore, if elected, I will attempt to remove the unnecessary barriers hindering citizenship.
The second problem is that of Parliamentary inactivity. The fact that the Parliament has long been inactive is well attested to. However, this cannot be chnged by automatic Parliament membership as was tried in the past, it can only be changed by increasing the volume of proposed legislation. Therefore, if elected, I will encourage ntions to suggest how they think Slavia can be improved and to put these ideas before the Parliament. This will provide a significant boost to the Parliament's activity and therefore will lower stagnation in government.
Third, I propose to reform the justice system, which currently has the potential for massive abuse. While I have no problem with the current Minister of Justice or his rulings, a future Minister of Justice could abuse his position as the only individual who cn make rulings on the legality of laws or actions taken by members of Slavia. Therefore, if elected, I will attempt to replace the current justice system with a system where two judges would be elected by the Parliament while a third would be appointed by the WA Delegate. This would remove the potential for abuse of the justice system by one person and prevent the problem of judicial deadlock by having an odd number of judges.
Fourth, I would attempt to return the election of the Executive Council to the Parliament. This vital right, and one that was in place when Slavia was founded. However, the right to choose the Executive Council has since been taken from the people and given the the party with the largest number of members. This system prevents worthy candidates from minority parties from having any say in the highest and most important body of our government. This again stifles democratic participation on the part of political minorities while hving the added harm of valuing an individual's political affiliation above their actual policies. Returning the Executive Council would ensure increased democratic say in government for those not members of the majority party.
Foreign/Military Policy:
The military's activity is curently tied to the personal interests of those in the highest rungs of government power. This is unacceptable and has led to the loss of strategic initiative on at least one occasion, when the government refused to allow the SPA to reinforce UCR and thereby gain an invaluable jump point while instead recommending the Greece be reinforced instead. In doing this, the Army lost out on a jump point (thereby seriously setting Slavia back strategically) in exchange for a feel-good mission in a region that has been a warzone for years but has no tactical value. Therefore, if elected, I will propose that the Minister of Defense only be required to inform the Executive Council and WA Delegate of proposedd mission. The mission would only be called off if two-thirds of the Executive Council (without the Delegate) voted to not allow the mission or one-half of the Executive Council with the Delegate refused to allow the mission. It is only in this way that we can separate the Army from the interests of the elite.
3) Ruthenia: Hello! My name is Rutthenia, and I am representing the Orthodox-Catholic Brotherhood Party of Slavia for the elections. So you might ask, who the heck am I, and why do I want to run as Slavia's delegate. First of all, I love this region. I love how everyone was welcoming in Slavia. I wanted to show my gratitude to this region, so I decided to run for delegate. Here are some changes I would make if I were delegate:
Defense Budget: There are many raid regions, such as the Black Riders, that raid regions and break the natives' hopes. Those Raiders and their allies have recently attacked Slavic regions, forcing us and other regions similar to our region to temporarily password-protect it. We need to focus our priority on Defense, considering we barely, if not, never attack other regions, making it more logical to focus on our defense of our great Slavia.
Optional Regional Currency: Yes, I know we have the Radka, but it hasn't been mentioned since November, and there are basically no users. I have seen many other regions do the same, so we should give regional currency a try. Before anyone judges me, this is optional, so if you have no interest in using the currency, you are not forced to adopt it.
'3 Strikes, you're out' Policy: Personally, I think everyone deserves a second chance, but with some exceptions. I got this idea from the American game of Baseball, which has 3 strikes when swinging the bat. This should be introduced into Slavia. This could apply to minor rule-breaking situations only. If it is a major situation, the person would be kicked out of Slavia. The first 'strike' would be a Warning, the second 'strike' would be an eject from the region, and the third 'strike' would be a ban from the region. (NOTE: I know this policy exists, but I'm just proposing some minor changes to it)
Citizenship and Immigration: There are many people that we can't trust. The person who wants to become a citizen of Slavia should reside in the region for at least 3 weeks, not 1 week. This idea might sound stupid, but if the person wants to become a citizen, they should be loyal to our region, not just apply, get accepted, then leave after a day. There should be some regulations on Immigration to Slavia as well. If a nation moves to Slavia, we need to check if the nation has been ejected/banned from previous regions, or if the nation came from raiding regions such as the Black Riders.
Mass-Production of Panel Apartments: If you do not know what Panel Apartments are, they are large apartment blocks that were mostly built in communist countries during the 1980's and 1990's such as the USSR, Bulgaria, and Yugoslavia. They are still being built, and I think they are great because of the space they save. With over 60-70 Billion people in our region, it seems that Slavia is getting crowded, so Panel Apartments would solve the problem. This is more of an RP suggestion, but it is still a good suggestion.
More activity in the Parliament and the Stock Market: Like the Regional Currency, the Stock Market has been untouched and mentioned since November of last year. Trading is very important for a striving region and nation, which is why we need to update our Stock Market. The Parliament should have more proposals, and like the Direct Democracy of ancient Athens, Citizens should take part in it to solve everyday problems and propose laws for Slavia. Different councils should be formed in our government. I am borrowing many things from the Ancient Greeks and Romans, so there should be the Senate Council and the Assembly Council, which would protect our rights and implement laws chosen by the citizens of Slavia.
Annual Celebrations : Every year on a specific day (such as Victory Day, or even a random person's Birthday), we should have a 'celebration' with music, such as plug.dj, and have fun while we are chatting on the RMB or a Chatroom. Joining it wouldn't be mandatory, but it would just be a suggestion so everybody can loosen up and have fun.
My Campaign might sound like a joke compared to the others, but if I am delegate of Slavia, I will make sure to keep Slavia a Safe, awesome region, and rebuild its reputation as a legitimate region.

Joining it wouldn't be mandatory, but it would just be a suggestion so everybody can loosen up and have fun.
My Campaign might sound like a joke compared to the others, but if I am delegate of Slavia, I will make sure to keep Slavia a Safe, awesome region, and rebuild its reputation as a legitimate region.
