The objective of the parliamentary sessions is to discuss current region affairs and to give any suggestions or bill proposals. So basically you can discuss what you want to improve in this region, and if you have a bill to submit to the parliament, here is the right place to submit it and discuss it.
This Session is limited to the second quarter of the Parliamentary sessions, from the 2nd of April till the 1st of July.

1* Emergency status bill:
Emergency status is a regional status, called upon by the E/C and approved by the founder or the Parliament, in case of a raid of the region, deletation of the founders account, or an interregional emergency level. During the emergency status: 1) The Delegate and the founder are eligible to take countrol over all governing branches of the region. 2) martial laws are allowed to be implemented 3) Special legislations are allowed to be in place during the long the the emergency status. * The Emergency status, at approval, shall be limited to a specific amount of time not exceeding 2 months, and can be extended up to 2 times. After the end of this status, all legislation passed during it are concidered void. 2* Delegate elections voting system bill:As seen during previous elections, the current system only forces repeated rounds where the same people vote for the same nations always, and is a waste of time. Therefore this bill was made. The system will be based on a R/L 2 round elections. in the first round, all nominees face each other, and the people will choose his/her candidate. The winner of this round, and the runner-up then will face each other in a run-off (second round), where the winner shall become the delegate. I think we should expand this bill a little. For the first part, we should state that a sudden change in delegacy should prompt the Parliament to decide a state of emergency, but not automatically be one. Second, if there is a deletion of the founder's account, then it should automatically qualify as a state of emergency. Third, I propose that we handle it in the same way that the Roman Republic handled dictatorships, in that the Parliament elects the state of emergency for every two weeks. Lastly, we should only have elections if the emergency is caused by the delegate, so we should leave it up to the legislation in Parliament if we should vote or not.

The first bill you proposed, I think it can be expanded to a bill which covers a situation that has faced us twice before: founder CTE'ed.
I'm not too sure for number two. This is because that many people could fall out in the first round through no fault of their own (EG people forgetting to vote). I will get round to exploring the details of the above tomorrow.

Again, for number two, we should only vote for delegacy if the Parliament emergency status bill explicitly states that a WAD election is necessary. Otherwise we should stay with the same WAD. Precious time wasted in voting for an emergency WAD could be better spent in finding a solution. Also, we should follow the Roman way of handling emergencies, where the Parliament decides whether or not to extend the state of emergency. They would vote every two weeks of the emergency.

I can agree to the necessity of emergency status "in case of a raid of the region, a deletion of the founder's account" but what exactly constitutes an interregional emergency is unclear. Sorry if I seem like I'm nitpicking, I just hate loopholes in bills. I vote FOR this legislation.

Not at all comrade, Well this is a basic version of the bill, since i had no clear idea on how to write a proper one, i'll edit it soon to a "clearer" version as for the interregional emergency, i meant by that some emergency status in one or more of our allied regions that have the possiblity of reaching us as region also.

State of Emergency bill - 2nd review State of Emergency or Emergency status is a temporary system of rules to deal with an extremely dangerous or difficult situation. The State of Emergency Shall be taken or forced into actions in the following cases:1) The State of Emergency comes automatically to force in case of a sudden deletion of the founders account. 2) Following a decision made by the parliament (reached the required quorum) prompted by: a) Upon a request made by the WA delegate, in which he states his arguments for such action b) Following a sudden, unexpected* change of delegacy. *An unexpected change is a change in which the position of the delegate is seized without an earlier notice or warning of the majority of the population. c) Upon a vacancy in the position of delegacy, where the parliament also takes further necessary steps (as in assigning the temporary delegate, etc..) it sees is right to be taken. d) Following an interregional emergency status (where one or more of our allied regions announces an state of emergency for the same purpose). 3) Following a unilateral agreement of the E/C members in case of a sudden raid, or a detection of a raid. The Length of the State of Emergency shall be 2 weeks, with the option of prolonging it for an undefinite time*. This applies to Sections 1 & 2 only. *any prolongation requires a re-voting process in the parliament. Newcomers' Adjustment Programme
One request to Albul or Bol: Instead of a 'Chair of the Newcomers' Adjustment Programme' we should create an Director of Education, hired by both the delegate and by the minister of communications&culture , and falls directly under that given ministry, and have the same powers as indicated by albul + one more and that is the power to request more experienced nations to assisst less experienced one. otherwise, this is a very good law
