In light of the recent and dire controversies concerning immigration and citizenship in Slavia, Slavska, and the subsidiary dominions thereof;
And seeking to place such measures on the region so as to stop such controversies as threaten to tear the region apart,
We stand resolved that this House shall amend the immigration law pertaining to Slavia, Slavska, and the subsidiary dominions thereof.
In accordance with Section XIII of the Constitution of Slavia, this delegation presents this bill to the Parliament of Slavia.
Firstly, this House appeals to Section II, Article IV of Slavia's Constitution, which states, in part, "Citizenship shall be granted to all the people living within the nations of the Region of Slavia."
This House further recognizes that, due to events wholly outside of the control of this House, Slavska is the region which the Constitution must be now interpreted as applying to.
This House also clarifies that the Constitution does not accede to the government the right to discriminate against any nations on the basis of their World Assembly membership, their standing in other regions, or any other situation, excepting those cases in which a nation does "mindlessly condemn the rule of the government and/or the executive order without sensible rationality." (Section II, Article V)
As a result, this House wishes to further state that the Government may not deny to any nation the right of citizenship unless the Government can provide a compelling instance wherein the nation being denied citizenship has "mindlessly condemn[ed] the rule of the government and/or the executive order without sensible rationality," be this within Slavia, Slavska, and the subsidiary dominions thereof or otherwise.
This House further wishes to stipulate that, since it views citizenship as an inalienable right, an amendment to the Constitution of Slavia will be passed in accordance with Section XIII of that document.
This Amendment shall state:
"(i)The right of nations of Slavia, Slavska, or the subsidiary dominions thereof to gain citizenship shall not be denied or abridged by the government of Slavia or Slavska or by any subsidiary dominion thereof on account of World Assembly membership, standing in other regions, or any other instance excepting those as are specified in Section II, Article IV of Slavia's Constitution.
(ii)The Parlaiment shall have power to enforce this article by appropriate legislation."
