MY Proposal: A consensus between the current system introduced by me, and a bit of the other proposals:
Parties are elected, and they get the percentage of the E/C seats depending on that. ex. U.S. will get 3/4 and the L.P 1/4 depending on the current party distribution . Then each party submit a candidate for each of its number of seats obtained, and then the WAD elect chooses the candidates. The WAD will examine carefully each parties E/C list and will pick the best to fit each role based on skill. Example would be that nation X from party A and nation Y from party Z both are candidates for SIS supreme general. The WAD will examine their skills, perhaps ask questions, and pick the best on to suite the role. He can also pick from outside the given list, but only if he gives a justified explanation for his pick and is approved by the parliament.
This, IMHO, gives an equal power for the WAD and parties in the governance. No one is negliged.
